"I have the honor to acknowledge the receipt of your communication No. 32868/99, informing me that it has been ascertained that the allowance I drew as Examiner of Weights and Measures in Hongkong is not pensionable, together with an amended departmental certificate of Discharge from the Hongkong Police.
2. With regard to the Certificate, I most respectfully submit that it is not in accordance with the terms of your letter No. 11445/44, of 18th September, in reply to my Memorial of the 6th May last, inasmuch as instead of the Certificate being altered as promised to "retired on a reduced pension" it is altered to "was retired on a reduced pension."
The alteration is evidently purposely made to convey the sense of dismissal. Moreover, in this respect, it differs from the new certificate issued to Mr. M. Inney, of Shaughne, in which I am informed there was no such alteration.
3. In the descriptive List of my pension papers, a copy of which I presume will be in the Colonial Office, under the heading "then discharged," the printed word "discharged" has been crossed out and the word "dismissed" substituted. I respectfully submit that that alteration was made only in a vindictive spirit and with the intention to degrade.
4. Up to the time I ceased to be a member of the Hongkong Police Force, I held a First Class Good Conduct Medal for meritorious services. When I was informed
